So which action is first? is it seeing their Boss or stopping smoking?

The first action: see their boss
The second action: stop smoking.
Hence the answer is: They stopped smoking as soon as they had seen their boss. And this is the answer in the exercise but for certain reasons didn’t show up to you.

but we have two actions one is happened before the other .. we need to do the first action in past perfect ..
like this: They had stopped smoking as soon as they saw their boss.

Actually, the answer is “had thought”. I guess maybe you misspelled the writing or wrote a word with a capital letter. the answers are case-sensitive. I mean if you misspell one letter it will be considered a mistake. Rewrite it again (pay attention to spelling and capitalization) and let me know if there is anything wrong
